The architect described the two-story rear extension, the 19-space shortfall, and evidence that nearby municipal lots sit half-empty during the church's off-peak service times.

The church's head pastor, whose father founded the congregation in 1994, said the church is growing, has planted nine other churches, and that 90% of members are Port Chester residents.
